Speaking almost a year after Scotland\u2019s first COVID-19 case was identified, she told MSPs that the <em>\u201cpandemic has shaken our society and economy to the core.\u201d<\/em><\/strong><\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>Ms Forbes stated that the Budget would address <em>\u201cthree key priorities\u201d <\/em>for Scotland\u2019s future, these being:<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><li>Creating jobs and supporting a sustainable recovery<\/li><li>Responding to the health pandemic<\/li><li>Tackling inequalities.<\/li><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>She added that certain assumptions had been made when drawing up the Budget, due to the fact that the UK Budget was not taking place until March.<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p><strong>The economy and business<\/strong><\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>To support businesses and economic recovery from the coronavirus crisis, the Finance Secretary announced measures including:<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><li>Total investment of \u00a31.1bn in jobs and skills support<\/li><li>The launch of a five year \u00a3100m Green Jobs Fund and commitment to establish a Green Jobs Workforce Academy<\/li><li>Doubling of the Local Authority Discretionary Fund to \u00a360m.<\/li><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p><strong>Personal taxation<\/strong><\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>The Finance Secretary told MSPs that now was the time for <em>\u201cstability, certainty and targeted support\u201d <\/em>so there would be no changes to Income Tax rates. The thresholds for each tax band would, however, increase in line with inflation, as follows:<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><li>Starter rate of 19% payable on earnings over \u00a312,570, up to \u00a314,667<\/li><li>Basic rate of 20% to be charged on earnings over \u00a314,667, up to \u00a325,296<\/li><li>Intermediate rate of 21% to be paid on earnings from \u00a325,296, up to \u00a343,662<\/li><li>Higher rate of 41% on earnings over \u00a343,662, up to \u00a3150,000<\/li><li>Top rate of 46% on earnings over \u00a3150,000.<\/li><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>Meanwhile, the cut to Land and Buildings Transaction Tax (LBTT) for homebuyers, which was announced during the first lockdown, is due to end on 1 April. The Scottish Government has been under pressure to extend the tax \u2018holiday\u2019 after Chancellor Rishi Sunak announced that the equivalent scheme in England is to be extended until the end of June, but at the time of writing, this has not occurred.<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p><strong>COVID-19 and healthcare<\/strong><\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>Ms Forbes expressed gratitude for the dedication of Scotland\u2019s health workers throughout the pandemic, saying <em>\u201cWhen the history of this pandemic is written, our NHS and social care staff will be recognised as the undisputed heroes they are. I\u2019m sure I speak for everyone in this chamber \u2013 everyone in this country in fact \u2013 when I offer them our heartfelt thanks.\u201d<\/em><\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>In recognition of the ongoing severity of the pandemic, Ms Forbes announced:<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><li>\u00a3869m to support Scotland\u2019s response to COVID-19,<\/li><li>\u00a31.9bn for primary care<\/li><li>\u00a3143.5m in funding to tackle alcohol and drugs issues \u2013 a \u00a350m increase<\/li><li>\u00a31.1bn spending on mental health services \u2013 a \u00a3139m increase.<\/li><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p><strong>Tackling inequality<\/strong><\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>Education, the Finance Secretary stated, is the best way of addressing inequality and she announced:<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><li>\u00a32.7bn across education and skills, including \u00a31.9bn for universities and colleges<\/li><li>Support for Gaelic education to remain steady at \u00a325.2m<\/li><li>\u00a339.8m for the early learning and childcare (ELC) programme.<\/li><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p><strong>Transport, infrastructure and connectivity<\/strong><\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>Aiming to reduce Scotland\u2019s reliance on cars and to offer a more environmentally sustainable form of mass transport, a \u00a31.6bn investment in the country\u2019s bus and rail services was announced, in addition to the following:<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><li>Increase in spending on motorway and trunk roads from \u00a3748.9m to \u00a3825.9m<\/li><li>\u00a310.5m for the National Islands Plan, which is designed to tackle depopulation and improve transport links<\/li><li>\u00a3102.7m for digital connectivity, up from \u00a363.4m.<\/li><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p><strong>Closing Comments<\/strong><\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>In closing her Budget speech, Ms Forbes said, <em>\u201cNow, with large-scale vaccination, focused firstly on the most vulnerable, there is some light at the end of the tunnel. This Budget seeks to build on that hope, and by focusing on how we continue to protect, recover, rebuild and renew our country, it seeks to make that light at the end <\/em><em>of the tunnel shine that bit brighter.\u201d<\/em><strong><\/strong><\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p><strong><em>The value of investments can go down as well as up and you may not get back the full amount you invested.
