{"id":8017,"date":"2026-01-14T10:49:07","date_gmt":"2026-01-14T10:49:07","guid":{"rendered":"https:\/\/new.contentdeployment.co.uk\/quilter\/?p=8017"},"modified":"2026-01-14T10:49:08","modified_gmt":"2026-01-14T10:49:08","slug":"news-in-review-4","status":"publish","type":"post","link":"https:\/\/new.contentdeployment.co.uk\/quilter\/2026\/01\/14\/news-in-review-4\/","title":{"rendered":"News in Review"},"content":{"rendered":"<div class=\"hd-block hd-block-table\">\n<figure class=\"wp-block-table\"><table><tbody><tr><td>Scotland\u2019s draft Budget raises\u00a0Income\u00a0Tax thresholds, adds new\u00a0Council\u00a0Tax bands and prioritises healthcare and family support<\/td><td>Additional\u00a0measures include college funding increases, primary school breakfast\u00a0clubs\u00a0and major capital investment across infrastructure\u00a0<\/td><td>Halifax data shows UK house prices fell again in December, with values and annual growth both continuing to soften\u00a0<\/td><\/tr><\/tbody><\/table><\/figure>\n<\/div>\n\n<div class=\"hd-block hd-block-quote\">\n<blockquote class=\"wp-block-quote\"><div class=\"hd-block hd-block-paragraph\">\n<p><strong><em>\u201c<\/em><\/strong><strong><em>This is a government that wants what&#8217;s best for Scotland<\/em><\/strong><strong><em>\u201d<\/em><\/strong>&nbsp;<\/p>\n<\/div><\/blockquote>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p><strong>On 13 January,&nbsp;Scottish&nbsp;Finance Secretary Shona Robison delivered&nbsp;her&nbsp;draft&nbsp;Budget, outlining key&nbsp;tax and spending plans for the forthcoming&nbsp;financial year,&nbsp;running&nbsp;from 1 April&nbsp;2026 to 31 March 2027.<\/strong>&nbsp;<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>The Scottish government usually announces its&nbsp;Budget in December but due to the&nbsp;late&nbsp;timing of Rachel Reeves\u2019 Budget on 26 November,<strong>&nbsp;<\/strong>decided to delay the fiscal event to give Scottish ministers sufficient time to&nbsp;properly evaluate&nbsp;the UK government\u2019s fiscal decisions and their potential\u202fimpact north of the border.\u202f\u202f\u202f&nbsp;<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>At&nbsp;Holyrood&nbsp;on Tuesday afternoon,&nbsp;Robison declared&nbsp;that&nbsp;her Budget is one&nbsp;\u201c<em>For Scottish families\u2026&nbsp;a stronger NHS and\u2026&nbsp;investment in Scotland\u2019s&nbsp;infrastructure,<\/em>\u201d adding,&nbsp;<em>\u201c<\/em><em>This is a government that wants what&#8217;s best for Scotland.<\/em><em>\u201d<\/em>&nbsp;<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>One of the main taxation measures announced was the&nbsp;raising of&nbsp;two of the six Scottish Income Tax bands by 7.4%&nbsp;for the 2026\/27 tax year.&nbsp;The&nbsp;Basic&nbsp;rate&nbsp;(20%)&nbsp;threshold, which currently starts at \u00a315,398, will go up&nbsp;to \u00a316,537.&nbsp;The&nbsp;Intermediate rate (21%)&nbsp;threshold, which currently starts at \u00a327,492,&nbsp;will increase to \u00a329,526.&nbsp;Robison said this&nbsp;change will mean over half (55%) of&nbsp;Scottish workers&nbsp;<em>\u201care set to pay less Income Tax&nbsp;because they live in Scotland.\u201d<\/em>&nbsp;<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>Another major tax announcement was the introduction&nbsp;of two new Council Tax bands by&nbsp;April&nbsp;2028 for the most expensive properties in Scotland. Higher rates will be paid on properties worth over \u00a31m based on an up-to-date valuation.&nbsp;A budget of \u00a35m has been&nbsp;set&nbsp;aside for a targeted revaluation of&nbsp;the&nbsp;most valuable properties and reallocation&nbsp;into&nbsp;the two extra higher Council Tax bands \u2013 one for properties&nbsp;valued between \u00a31m -\u00a32m, and one for homes valued over \u00a32m.&nbsp;The money raised&nbsp;will&nbsp;go&nbsp;directly to&nbsp;the&nbsp;local councils&nbsp;where the homes are&nbsp;located.&nbsp;<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-heading\">\n<h2><strong>Other key measures&nbsp;included:<\/strong>&nbsp;<\/h2>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p><strong>Healthcare<\/strong>&nbsp;<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><div class=\"hd-block hd-block-list-item\">\n<li><strong>Record&nbsp;funding &#8211;&nbsp;<\/strong>\u00a322.5bn investment in health and social care, including in;&nbsp;<\/li>\n<\/div><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><div class=\"hd-block hd-block-list-item\">\n<li><strong>Walk-in GP clinics&nbsp;\u2013<\/strong>&nbsp;(\u00a336m)&nbsp;to&nbsp;establish&nbsp;new high street clinics, supporting access to same-day appointments&nbsp;<\/li>\n<\/div><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Welfare&nbsp;and education<\/strong>&nbsp;<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><div class=\"hd-block hd-block-list-item\">\n<li><strong>Scottish Child Payment<\/strong>&nbsp;&#8211;&nbsp;will be boosted for families with a baby under the age of one to \u00a340 a week from \u00a327.15 per week, from 2027\/28&nbsp;<\/li>\n<\/div><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><div class=\"hd-block hd-block-list-item\">\n<li><strong>College funding<\/strong>&nbsp;&#8211; to be increased&nbsp;by&nbsp;10%, providing&nbsp;an&nbsp;extra&nbsp;\u00a370m&nbsp;<\/li>\n<\/div><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><div class=\"hd-block hd-block-list-item\">\n<li><strong>Breakfast clubs<\/strong>&nbsp;&#8211;&nbsp;to be introduced in&nbsp;every single Scottish primary and special school by August 2027&nbsp;<\/li>\n<\/div><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p><strong>Business&nbsp;<\/strong>&nbsp;<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><div class=\"hd-block hd-block-list-item\">\n<li><strong>Support for high-growth firms<\/strong>&nbsp;&#8211; to attract private investment and connect entrepreneurs&nbsp;<\/li>\n<\/div><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><div class=\"hd-block hd-block-list-item\">\n<li><strong>Small business bonus scheme<\/strong>&nbsp;&#8211;&nbsp;which removes rates from 100,000 small businesses,&nbsp;will be continued for three years&nbsp;<\/li>\n<\/div><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><div class=\"hd-block hd-block-list-item\">\n<li><strong>Non-domestic rates relief<\/strong>&nbsp;\u2013 of 15%&nbsp;in 2026\/27, worth \u00a3138m&nbsp;over three years for retail,&nbsp;hospitality&nbsp;and leisure premises&nbsp;<\/li>\n<\/div><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Other<\/strong>&nbsp;<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><div class=\"hd-block hd-block-list-item\">\n<li><strong>Capital investment&nbsp;programme<\/strong>&nbsp;&#8211;&nbsp;for longer-term projects like roads and buildings worth \u00a37.6bn&nbsp;to&nbsp;deliver &#8220;<em>significant economic benefits across our economy<\/em>&#8221;&nbsp;<\/li>\n<\/div><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><div class=\"hd-block hd-block-list-item\">\n<li><strong>Local government<\/strong>&nbsp;&#8211; funding will increase by 2% in real terms&nbsp;<\/li>\n<\/div><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><div class=\"hd-block hd-block-list-item\">\n<li><strong>New homes<\/strong>&nbsp;\u2013 record investment in&nbsp;new affordable homes&nbsp;&nbsp;<\/li>\n<\/div><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><div class=\"hd-block hd-block-list-item\">\n<li><strong>Public sector reform<\/strong>&nbsp;&#8211;&nbsp;will provide \u00a31.5bn in efficiencies&nbsp;to help&nbsp;protect frontline services&nbsp;<\/li>\n<\/div><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-list\">\n<ul><div class=\"hd-block hd-block-list-item\">\n<li>No changes to&nbsp;<strong>Land and Buildings Transaction Tax (LBTT)&nbsp;<\/strong>were announced.&nbsp;&nbsp;<\/li>\n<\/div><\/ul>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>Robison&nbsp;said&nbsp;her&nbsp;Budget,&nbsp;<em>\u201c<\/em><em>Will fund landmark policies to continue efforts to eradicate child poverty&nbsp;&#8211;&nbsp;investing in a brighter future for Scotland and the children growing up here.\u201d<\/em>&nbsp;<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>Members of the Scottish&nbsp;Parliament (MSPs)&nbsp;will now move on to debate&nbsp;the proposed Budget and can&nbsp;table&nbsp;amendments, before&nbsp;a vote is taken to pass it into law.&nbsp;&nbsp;<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>The Budget will be followed by the Holyrood election on 7 May, when Scots will head to the polls.&nbsp;The main parties are ramping up their&nbsp;campaigns;&nbsp;the SNP are currently&nbsp;leading in&nbsp;the polls.&nbsp;&nbsp;<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p><strong>House price data&nbsp;<\/strong><strong><em>\u201csubdued\u201d<\/em><\/strong><strong>&nbsp;end to the year<\/strong>&nbsp;<\/p>\n<\/div>\n\n<div class=\"hd-block hd-block-paragraph\">\n<p>UK house prices fell again in December, according to latest Halifax data, with values down 0.6% following a 0.1% decline in November.
